Serious reverse for congestion charge schemes

The defeat of Edinburgh's congestion-charging scheme is the most severe blow so far to plans announced last summer for local charging as a first step towards a national scheme.

According to Kevin Delaney, head of traffic and road safety at the RAC Foundation, the motoring organisation, Edinburgh's decision will have confirmed the prejudices of local authorities that want nothing to do with congestion charging and will have discouraged those who were considering schemes.
