A World Trade Organisation panel on Thursday reproved the European Union for acting unilaterally in setting up a special aid scheme for European shipbuilders to counter alleged illegal subsidies to the South Korean industry, the world leader.

In a confidential preliminary report, the panel said Brussels should not have judged for itself that the South Korean subsidies were illegal but should have waited for the outcome of the WTO complaint it filed against Seoul in 2002.
