Manchester groups seize on London move

London’s decision to shrink its pioneering congestion zone was seized on by campaigners against Manchester’s proposed scheme, which will be decided by referendum next month.

Campaigners said the capital’s move increased Manchester’s isolation – congestion charging schemes have already been rejected by other cities such as Leeds and Birmingham.
