Fishery row highlights Balkan pitfalls for EU

A fisheries and border dispute between Slovenia and Croatia reminded the European Union this week that Kosovo is by no means the only ghost of communist Yugoslavia stalking the EU’s foreign policy.

As EU foreign ministers met in Brussels on Monday, it was striking that the first joint statement to emerge from their monthly session concerned not Kosovo but the maritime dispute.
