Sir, Derek Tonkin (Letters, November 10) seems to miss the nub of the problem. It is not denial of development aid or western sanctions that causes most suffering to the Burmese people but the denial of development by the government, which spends most of its budget on the military and a minuscule amount on health and education even while it salts away its considerable gas revenues in two Singapore banks, according to a confidential IMF report obtained by EarthRights International, a human rights group.
