As befits the regulator of the two entities that have more than 40 per cent of mortgages in the US, James Lockhart has been prudent with his own exposure to the housing market.

The former navy submarine lieutenant and classmate of George W. Bush at Yale University refinanced his 30-year, fixed mortgage about three years ago.
