The Scottish government will announce on Thursday whether the Lockerbie bomber will be released from prison in Scotland and allowed to return to Libya, a spokesman said.

The announcement will be made at 1pm UK time, or 8am east coast US time, by justice minister Kenny MacAskill, who must decide on two separate applications for the Libyan to be transferred to his home country.
