Watchdog criticises conflict of interest over HIPs

The beleaguered home information packs scheme suffered another setback on Wednesday when a damning report by the government’s spending watchdog was released.

The contentious introduction of HIPs, which came into force for the sale of four-bedroom houses at the start of this month, has been beset by delays, ministerial U-turns and Whitehall wrangles with the industry.
