The European Union will on Tuesday extend membership talks with Turkey to two new policy areas or ”chapters” but France has blocked plans to open talks on a third area: economic and monetary union.

The decision highlights the growing impact that Nicolas Sarkozy is having on the 27-member organisation since becoming France’s president on May 16.
