Untangling the emotive dispute over trade-distorting cotton subsidies

Cotton is one of the most emotive issues being discussed at this week's World Trade Organisation meeting in Hong Kong, which is trying to stitch together a "development package" for poor countries. US rejection of demands by African cotton producers for elimination of trade-distorting cotton subsidies was one of the factors behind the collapse of the last WTO ministerial meeting in Cancún, Mexico.
