"No papers, desperate, on hunger strike - enough barbarity," read posters papering the gymnasium where hundreds of immigrants are camped demanding permanent housing. Next to them, street cleaners are hosing racist graffiti from the walls.

It is a vivid illustration of the dilemma facing Nicolas Sarkozy, France's interior minister, who has put tough policies on immigration and public order at the centre of his bid for the presidency.
