US plans to improve ties with Russia

The Obama administration is drawing up plans to improve ties with Russia, including comprehensive government-to-government contacts, substantial nuclear arms cuts and a watered down commitment to the Bush administration’s missile defence programme.

Officials say such goals are not only worthwhile in their own right but also signal that the US will treat Moscow with respect, which they hope will make cooperation easier on such issues as Iran’s nuclear programme.
