Jack Straw, the justice secretary, on Tuesday took the unprecedented step of invoking special powers to block the release of cabinet minutes relating to the legality of the 2003 Iraq war.

The decision to overturn a ruling from the Information Tribunal came after the government was ordered to publish the minutes so the public could fully understand the “momentous” decision.
