Failings in the implementation and operation of a new computerised payroll system for the armed forces are described as “unacceptable” in a highly critical parliamentary report published on Monday.

The Commons defence select committee report describes the scope of the failings as “significant”, noting that it is “truly reprehensible” that such mistakes were allowed to be made by those charged with oversight of the programme.
