Electronic Data Systems has offered early retirement to nearly a quarter of its US workforce as it continues a push to shift work to lower-cost countries.

The Texas-based IT services company described the move as part of a continuing global reshuffling of its workforce, rather than an attempt to cut costs by reducing headcount.
