Railways: The shift from socialism has ‘passed us by’

Indian Railways, which runs the largest network after China, is candid about its slow response to market forces.

“The paradigm shift from socialist to market economy that changed India in the 1990s passed us by,” admits Sudhir Kumar, a civil servant advising Indian Railways, the largest domestic landowner and employer, whose operations are so large that it has its own national government budget. “Now we are catching up,” he says.
