Rebranding exercise may not seal deal for Merkel

Angela Merkel, the German chancellor, confirmed on Thursday that a new European treaty would be stripped of the trappings of a "superstate", including dropping its provocative "constitution" label.

Ms Merkel's comments on "state-like elements" mark the first public concession to opponents of the constitution in its current form. As holder of the European Union's presidency, Germany will try to broker a deal on a simplified treaty in Brussels next week.
