Climate change policy: Cancun offers slim hopes of progress

A year since the Copenhagen summit brought world leaders together to try to forge a global agreement on climate change, the prospect of a treaty looks as remote as ever.

In the intervening months, some of the fissures that were apparent at the summit have opened even wider, and this year’s United Nations meeting in Cancun, Mexico, in early December looks set to be a fractious affair.
