Even as Barack Obama and Dmitry Medvedev settled down on Monday to a summit that harked back to Russia’s superpower status, Vladimir Putin was out in the regions putting out economic fires that threaten to undermine Russia’s newfound might.
On a whistle-stop tour of factories in Russia’s south, Mr Putin, the prime minister, announced more state aid for the machine tools and car industries, which are battling to survive plummeting demand.
