Ministers were facing calls last night to force improvements in the governance and openness of British-linked tax havens after officially commissioned research found a wide range of standards across nine centres in Europe and the Atlantic.

A sister report also published yesterday said that British companies avoided up to £2bn of taxes each year through offshore jurisdictions and other means, a much lower number than some previous estimates.
