NHS reform hit by new delay

Ministers are to restrict their flagship National Health Service reform radically for fear that it will lead to financial turmoil ahead of the general election.

The reform aims to establish a system of "payment by results" in which health service funds follow the patient and hospitals receive a fixed sum for each course of treatment.
