Lisbon hails lifting of EU treaty obstacles

Europe is poised to shake off years of “paralysis” and tackle global challenges, EU foreign ministers said at the presentation of a new draft reform treaty on Monday.

With Poland dropping a key objection to the treaty, it should be agreed in record time by October, said Portugal, which holds the rotating presidency of the bloc.
