Tory plan to merge UK councils

Scores of highly paid council chief executives face having their jobs abolished under Conservative plans to cut local government costs by merging authorities’ operations.

The proposals would offer financial incentives for councils to pool back-room functions and jointly provide some frontline services, in a drive to find billions of pounds of savings.
