Former Ofcom chief to be top Brown aide

Gordon Brown has hired Stephen Carter, the former head of Ofcom, to get a grip on his Downing Street machine, in an attempt to draw a line under months of indecision and errors at the heart of government.

The appointment of a heavyweight outsider represents a decisive shift by Mr Brown, whose dependence on a tight coterie of former Treasury advisers has been criticised by Labour MPs.
