Is it such a leap of faith to place trust in your workforce?

It is commonly said that "empowered employees are productive employees". In this view, giving people greater control over how they perform their tasks and do their work makes them more productive. Yet while the idea is widely discussed in academic and popular literature, it is found less often in practice.

Several questions thus arise. Does empowerment actually work? If not, why does everyone keep talking about it? And if it does work, why does every company not use it?
