India PM in warning on science failings

India's attempts to join the world's most technically advanced nations are being undermined by underinvestment in education and low university enrolment, Manmohan Singh, prime minister, warned yesterday.

Mr Singh's remarks follow a disastrous 48 hours for India's flagship science programmes, which saw the first flight of the country's next generation long-distance missile, the Agni III, end with an ignominious splash in the Bay of Bengal.
