Italy’s centre-left opposition was plunged into disarray on Monday as its leaders quarrelled over whether its election programme, agreed only three days ago, included a commitment to build a high-speed train link to France.
The dispute broke out as the coalition partners of Silvio Berlusconi, prime minister, warned him to consult them before he published a manifesto purporting to speak for the centre-right government.
