US regulators struggle with reform push

Representative Barney Frank, his staff and a Treasury team on Monday strained to come up with a workable solution to the problem of financial companies that are “too big to fail”.

In the regulatory reform push that is working its way though Congress, different efforts have run into different difficulties.
