Call for 'eco-driving'to cut carbon emissions

Encouraging drivers to wind up windows and take more heed of speed limits could cut carbon emissions from transport more sharply and cost-effectively than current government programmes, says an advisory body.

The Commission for Integrated Transport's report, Transport and Climate Change, published yesterday, compares "soft measures", such as changing road users' driving style, with established policies to cut emissions, which rely on technical solutions such as improving engine efficiency.
