Leaders to leave EU draft treaty on ice

The European Union’s draft constitution is expected to be left on the mortuary slab until at least the second half of 2007, after member states admitted they cannot agree what to do with the rejected text.

European leaders will instead agree at a summit in June to extend their “period of reflection” on what to do with the moribund treaty, in the hope they can find ways of boosting public confidence in the EU in the intervening months.
