Tories vow big changes to probation service bill

The Conservatives vowed last night "drastically" to change a government bill giving security companies and charities a bigger role in probation services despite their avowed support for greater competition in the public sector.

The offender management bill passed through the Commons with a majority of 25, after John Reid, home secretary, offered a series of concessions and assurances to Labour rebels.
