Cover-up claims cast pall over Saddam’s defeat

It is a truism in Washington that scandals are never caused by wrongdoing, but instead by ham-handed efforts to cover it up.

Richard Nixon was forced to resign for concealing the Watergate dirty tricks, Ronald Reagan hid from Congress the illegal trading of arms for hostages and Bill Clinton was impeached over lying to a grand jury about his affair with Monica Lewinsky.
