Whether North Korea holds a second nuclear test or not will depend on US policy toward the country, a senior official in Pyongyang said Wednesday.

The comments from Kim Yong-nam, who as president of the Presidium of the Supreme People’s Assembly ranks second to Kim Jong-il in the North Korean hierarchy, came after a brief scare that North Korea had held another test in the morning. United Nations Security Council members continued to confer on how to respond to the first test held Monday.
