Basque setbacks raise hopes in Madrid

Whether you approach the fishing port of Ondarroa by land or sea, it does not take long to guess the political sympathies of its inhabitants.

The Basque flag – not the Spanish one – flies over the harbour; a billboard demands amnesty for separatist Eta militants in jail; and white-painted graffiti in support of Eta and independentzia adorn the sea walls.
