Straw presses for Commons autonomy

Jack Straw on Tuesday mapped out plans to “renew” Britain’s constitution, including requiring prime ministers to win Commons approval before sending troops to war.

A decade after Labour devolved power to Scotland and Wales, the justice secretary kicked off a new round of constitutional change, which could take in voting reform, an elected House of Lords and a bill of rights.
