Lone UK drivers face toll for fast lanes

Lone drivers will have to pay a toll to use new “fast lanes” on large stretches of the British motorway system under proposals set out by the government on Tuesday.

Ruth Kelly, transport secretary, said she wanted to introduce optional car-share lanes where drivers would have to pay a fee unless they had passengers.
