Barely half vote on congestion charge

More than half those eligible to vote had failed to take part in a referendum on Manchester's congestion charge yesterday, just 24 hours before polls closed.

Organisers were planning a sweep of post boxes to ensure as many ballots as possible were returned, fearing that a low turnout could open the way for disputes over the result, to be announced tomorrow.
