US backs Japan but not Germany for UN place

The US yesterday declared its position in the debate over expansion of the United Nations Security Council by backing Japan and one or two other states for permanent membership, while effectively excluding Germany.

The administration's formal announcement followed months of speculation amid a high-stakes diplomatic poker game that had been dominated so far by a united proposal set out by the "Group of Four" - Germany, India, Brazil and Japan.
