Paul Kagame, Rwanda’s president, startled some of his international supporters when he came out in support of Dambisa Moyo, the Zambian economist whose book Dead Aid was making waves this year.
In the book, Ms Moyo proposed a series of market-centred solutions in place of foreign aid to Africa. Aid, she argued, encourages corruption, fosters dependency and stifles development. A barrage of attacks from anti-poverty campaigners followed.
