The choice of the little-known Viktor Zubkov as Russia's prime minister surprised everybody in Moscow except, presumably, those who made the decision.

President Vladimir Putin was expected to use a reshuffle to anoint his successor, who would then be all but guaranteed success in the presidential election next March. The front runners include Sergei Ivanov and Dmitry Medvedev, both first deputy prime ministers.
