Juncker warns referendums could 'bog down' Brussels

The European Union risks becoming "bogged down" over the next 18 months as governments grapple with the ratification of its new constitution, Jean-Claude Juncker warned yesterday, as he launched Luxembourg's six-month EU presidency.

Mr Juncker, the Luxembourg prime minister, warned of the temptation to delay sensitive decisions because of their possible effect on national referendums.
