Iranian officials were quick on Thursday to claim victory as the European Union stepped back from attempts to persuade the International Atomic Energy Agency (IAEA) to refer Tehran to the UN security council.

Javad Vaeedi, one of the Iranian team at the IAEA in Vienna, put the triumph down to Iran’s “strong diplomacy”.
