FSA admits catalogue of failures

More specialist regulators are needed to police the UK's top banks, the Financial Services Authority said yesterday when it released a damning internal report into its failures over the handling of Northern Rock.

The City watchdog put forward a series of measures to address its shortcomings, but pulled no punches in laying out exactly what those problems were in its supervision of the now nationalised bank before it ran into trouble last summer.
