The US has taken the unprecedented step of voting against the Asian Development Bank’s long-term strategic plan, underlining disagreements among shareholders about how to make the Asian lender more effective.

The plan, known as Strategy 2020, is the cornerstone of the ADB management’s efforts to revamp the Manila-based institution and respond to changes in Asia’s economy.
