Lord Mandelson will on Monday launch a contentious review into university funding with a wide-ranging remit covering “soft loans” to students as well as whether to raise top-up fees.

The review will set the stage for the next government to take the politically toxic decision on whether to increase the costs of attending university for middle class families.
