Ministers praise EU constitution amid signs France will say Non

Senior ministers are talking up the benefits of the European Union constitution in an attempt to play down claims the government is privately hoping France will reject it in a referendum this month.

Despite growing signs that France might vote No to the treaty in its referendum on May 29, the government announced yesterday that it would introduce legislation into the Commons next Tuesday that will pave the way for a plebiscite to be held next year.
