Brussels plans European rules to curb smoking

Smoking could be banned in all public buildings throughout the European Union within two years.

Markos Kyprianou, the European Commission health chief, said he was prepared to act unless national governments banned smoking to protect the 79,000 non-smokers who die after inhaling second-hand smoke every year. "Passive smoking kills. All European citizens should be protected," he said. "It is time for a debate at European level."
