System hands influence to fringe parties

Inconclusive in so many other ways, Israel’s general election on Tuesday did at least provide one undisputed bogeyman: the country’s electoral system.

Once again, the system of pure proportional representation used by Israel has produced a parliament with no clear winner – and a wealth of fringe parties that can now hold the larger groups to ransom.
