EU in sight of emissions trading plan completion

The European Union's carbon dioxide emissions trading scheme is likely to be formally completed on Monday, when Brussels is due to approve Greece's national plan to cut emissions.

While the emissions trading scheme was officially launched at the start of January, the European Commission has struggled to get all 25 EU member states to join on schedule and was even forced to threaten legal action against some laggards.
