Testing times for ADB head

At a recent board meeting of the Asian Development Bank, the chair of the US representative was left empty for the first time.

The gesture was designed to reflect American dissatisfaction with the way the Asian lender is being managed, including Japan’s refusal to loosen its managerial grip over the bank. On a broader level, the US is also concerned about whether the bank, created four decades ago, has lost its operational focus.
